VA Enterprise Architecture

Business Reference Model

The Architecture and Engineering Service team’s partnership with the Office of Enterprise Integration to maintain the Veterans Affairs Business Reference Model demonstrates the team’s cultivation of ingenuity in driving IT transformation.

VA Business Reference Model VA EA Release Evolution

The VA Business Reference Model enables VA offices and groups to make informed business decisions with comprehensive, accessible data all in one place. The model organizes functions by mission areas such as Veteran Health or Benefits; capabilities such as research or education; and lines of service such as clinical care or transition assistance. Each of these levels areas breaks down activities, processes, performance measures, and other operational data. Recently, the AES team helped develop an interactive report that reflects the hierarchical structure used in the VA Business Reference Model. Each individual tile—which represents a distinct business operation—is linked to key details from VA’s Enterprise Architecture Repository (VEAR).

VA conducts more than 930 business operations (capabilities, functions, administrative activities, etc.) at varying organizational levels to support Veterans’ needs. The VA Business Reference Model provides a common functional taxonomy to understand connections between existing operations. It is a key building block of Veterans Affairs Enterprise Architecture’s ability to provide a complete view of work done across the organization. The VA Business Reference Model is integral to VA resourcing activities, like the Office of Information Technology’s Capital Planning and Investment Control methodology.

The VA Business Reference Model is continually updated to reflect VA’s business growth and advancement in supporting Veteran needs. The Architecture and Engineering Service team’s maintenance of the model and its interactive reports demonstrates the Account Management Office’s priority of building and maintaining VA stakeholder relationships to enhance service to Veterans. The Architecture and Engineering Service team and the Office of Enterprise Integration collaboratively work with VA departments and offices throughout the year to accurately define and map business operations. This holistic view of business operations is accessible through VEAR under the Business Domain section.
